Ghana, World Bank end mid-term review of digital project

Assessment highlights progress, challenges, and next steps in Ghana’s World Bank–backed digital transformation initiative

The Ministry of Communications, Digital Technology, and Innovation (MoCDTI), in collaboration with the World Bank and the Ministry of Finance, has successfully concluded the Mid-Term Review (MTR) Mission for the Ghana Digital Acceleration Project (GDAP), held from December 1 to 9, 2025.

The mission was led by the World Bank Task Team Leader, Mr. Stephen Davenport, together with senior specialist Natalija Gelvanovska-Garcia, and brought together key government partners including the GDAP Project Coordination Unit (PCU) led by Mr. Edwin Amoako, and the Ministry of Finance’s World Bank Desk, headed by Ministry of Finance’s World Bank Desk led by David Klottey Collison and Margaret-Ann Wilson.

The purpose of the Mid-Term Review was to assess implementation progress, evaluate bottlenecks, and to sharpen its focus on priority areas that will deliver the greatest development impact.

Throughout the nine-day engagement, the mission reviewed progress under the project’s components, which include digital inclusion and safety, modernization of digital government services, and digital transformation of strategic sectors.

It also examined safeguards compliance, procurement performance, financial management, and the alignment of project activities with Ghana’s medium-term digital transformation goals.

A major highlight of the mission was a strategic meeting with the Minister for Communications, Digital Technology and Innovation, Sam Nartey George, who outlined government’s renewed priorities, including strengthening AI competitiveness, expanding digital jobs, enhancing cybersecurity resilience, digital public services, cybersecurity, last mile connectivity, Data center upgrade, Data exchange hub, expanded digital job opportunities and accelerating the rollout of citizen-focused digital services.

Sam George reaffirmed the government’s commitment to deepening collaboration with the World Bank to ensure GDAP continues to catalyse Ghana’s digital transformation agenda.

Following the review sessions, the World Bank and government teams agreed on a roadmap aimed at streamlining activities, accelerating procurement, and prioritising interventions that are achievable within the project timeframe and capable of delivering high-impact results.

The Ministry extends appreciation to the World Bank team and all implementing agencies for their continued partnership and commitment to advancing Ghana’s digital development.
